Racism and L.A. Riots

The city of Los Angeles should pass legislation, requiring all city employees, including police, to be residents of the city, as is already being done effectively in many of our larger cities. This would create unity, and have the effect of having the employees prouder and more protective of their community.
This would also take away the incentive to ask for a change of venue.
