18 Haitians Drown, 21 Are Rescued Off Cuba

HAVANA — Cuban state radio said Monday that 18 Haitian refugees drowned and 21 were rescued when their boat sank Sunday off Cuba’s eastern tip. Cubans were still searching for two missing passengers.
More than 20,000 Haitians have fled their country by boat since the military overthrow of President Jean-Bertrand Aristide in September. Most of the Haitian refugees want to go to the United States, but most have been ruled economic rather than political refugees and have been refused entry.
