FLOATING SCHOOL: The Orange County Marine Institute in Dana Point has always leased boats for its floating marine lab, with “none really equipped to teach on the water,” says the institute’s Harry Helling. . . . But it will soon have its own, specially designed boat, with an on-board teaching lab. The $1.2-million R/V Sea Explorer should be on the water in 1993. The floating lab program has attracted about 12,000 schoolchildren.
