William S. Mailliard, 74, who represented San Francisco in Congress for 21 years. A graduate of Yale University, he won a Silver Star and Bronze Star in combat duty in the Navy during World War II. Mailliard was the ranking Republican member of the Foreign Affairs Committee and a senior member of the Merchant Marine and Fisheries Committee when he left Congress in 1974. President Richard M. Nixon named him ambassador to the Organization of American States, where he served for two years. Mailliard then became president and secretary of the Former Members of Congress Organization. On Wednesday in Washington of a heart attack.
