SILVER SCARECROWS: Many people have commented about the festive decorations on the new Huntington Beach Pier. Most think it’s connected to the grand opening scheduled for July 18. Actually, it is, but in a different way than you might think. . . . All the tinsel strung along the railing is to help scare the sea gulls and pelicans away, so the pier can look relatively pristine for the opening. “It’s bringing attention,” says Mayor Jim Silva.
