JAILHOUSE RAP: Local residents say they don’t mind an eight-hour rap marathon slated for Saturday at the Santa Ana Stadium--as long as it’s not too noisy. . . . Complaints resulting from a blaring concert there last year prompted the city to adopt noise guidelines including decibel restrictions and a requirement that speakers be pointed away from the Washington Square neighborhood--and toward County Jail. No inmate complaints have been filed so far.
