The New Orleans Saints moved toward filling two voids with the announcement that Louis Lipps, a veteran receiver who has also returned kicks, agreed to a two-year contract. Lipps, who was cut by the Pittsburgh Steelers last week after a contract dispute, talked with Saints officials and worked out for them on Monday.
