La Palma City Council

Six candidates are running at large for three seats on the City Council in the Nov. 3 election. The deadline to register to vote is Monday. To register, pick up a form at any post office, library or city hall. For more information, call the county registrar of voters at (714) 567-7600.

Christian L. Basquette

Age: 23.

Occupation: Owner of coupon-marketing business.

Background: Bachelor’s degree in political science from Cal State Long Beach; founded seven-member Justice Research Organization to praise judges and law-enforcement agencies that take tough stands on crime.

Issues: Opposes raising taxes or fees for any reason; supports reducing nonessential city services such as parks and recreation, if needed, to balance the budget; supports council members giving up their stipend as a symbolic gesture before cutting city services.

Wally Linn

Age: 53.

Occupation: Mortgage broker.

Background: Member of city Cultural and Beautification Committee; graduate of Pacific Coast Banking School at the University of Washington; past president of Kiwanis Club; member of La Palma Chamber of Commerce; served six years in the U.S. Marine Corps.

Issues: Proposes that the city work with school district to build an auditorium for joint use; supports fund raising to beautify major intersections at city borders; supports higher taxes or fees, if needed, to maintain city services; proposes that the city work with school district to give students the choice of high school.

Eva G. Miner

Age: 65.

Occupation: Dental-practice consultant.

Background: Elected to council in 1988; mayor 1990-91; chairwoman of city’s anti-drug Red Ribbon Week since 1990.

Issues: Supports maintaining existing level of city services and believes no tax increase will be needed; supports continued level of Police Department funding; supports city program that supplies residents with graffiti removal equipment.

Jacklyn L. Polis

Age: 47.

Occupation: Documentation assistant at Hughes Aircraft.

Background: Former band booster at John F. Kennedy High School; member of former La Palma Homeowners Assn.; member of Paternal Order Sons of Italy.

Issues: Supports high-priority funding of Police Department and current level of fire protection; supports targeting graffiti vandals with hidden videotape cameras; supports planned upgrades to Central Park; supports spending city’s low-income housing funds for senior-citizen housing; would support raising taxes if necessary.

Richard T. Polis

Age: 51.

Occupation: Design specialist at Hughes Aircraft.

Background: Councilman since 1984; worked to bring cable television service to La Palma; on board of Orange County Sanitation District 1984-90; member of La Palma Lions Club and Veterans of Foreign Wars.

Issues: Supports showing City Council meetings on cable TV, continued high-priority funding of city’s Police Department, plans to renovate Central Park with amphitheater and gazebo; opposes a proposed commuter train route through the city; would support increased taxes if necessary.

Duane Schuster

Age: 61.

Occupation: Purchasing agent for a private school.

Background: La Palma Neighborhood Watch volunteer for 14 years, the last five years as president; La Palma Citizen of the Year in 1991; former KNX radio station’s Citizen of the Week.

Issues: Supports giving Police Department highest priority if city budget cuts are needed and providing current level of parks and recreation programs; would add to city’s disaster preparedness by adding to list of disaster volunteers and equipment available; unsure whether he would support a tax increase to maintain city services.
