LOS ANGELES : Council to Draft Measure for Protection of Animals

The Los Angeles City Council took the first step Wednesday toward placing a measure on the ballot to increase the power of the Animal Regulation Commission following reports of inhumane treatment and rampant destruction of animals in city shelters.
By a 9-1 vote, the council agreed to draft a City Charter amendment that would give the obscure commission power to direct policy in the Department of Animal Regulation. In the past, the five-member commission has only been an advisory body.
The measure must return to the City Council before it can be placed on the ballot, perhaps in April.
