Comings and Goings: Phil Collins has been named host of the 1992 Billboard Music Awards, to be held at the Universal Amphitheatre on Dec. 9 and televised live for the first time on Fox. Genesis, Guns N’ Roses, U2 and Kris Kross will be among the performers. . . . The weekday version of “Star Search” is said to be in trouble. KCBS-TV Channel 2 has banished it to 1:30 a.m., with “The New Family Feud” taking over at 7:30 p.m. The struggling “Search” reportedly will be discontinued in January, but the weekend version is not affected. . . . Off-network rights to CBS’ “Major Dad” have been sold to USA Network and daily reruns will begin on the cable outlet next fall.
