Graffiti--Art or Blight?

I watched and agonized as my beautiful home of nearly 50 years changed from a dream city, my Los Angeles, to a nightmare of excesses: people pollution, noise pollution, air pollution. But it was the excess of graffiti that defeated me. I moved out. I packed up and ran. I couldn’t take the graffiti on the walls, fences and garages of lovely homes, on mail boxes, on curbs and street signs and freeway signs, supposedly out of reach except by ladder.

Does the answer to this “art” lie in jail terms for those taggers who are caught or in arts programs? Please find the answer quickly! The taggers are spreading out to other areas.
