Reclamation Contract Is Delayed: The Hong Kong government has delayed its decision on the award of a reclamation contract that is a key part of the territory’s controversial new airport project. The contract to reclaim 21 hectares of Hong Kong’s harbor along the Central and Wanchai waterfront was due to have been made by Wednesday, but has now been put off until Feb. 1. The reclaimed land would be the site for the terminus of a planned railway, which is intended to link the airport with Hong Kong’s major population centers.
