MOSCOW : Freeing Up Russians

Starting this week, the Russian government will issue new passports that make it easier for citizens to travel abroad.
Gone is the onerous process by which a Russian had to apply for an exit visa for each trip, state a reason for wanting to travel and return by a certain date. The new passports, costing 5,000 rubles (about $11) each and valid for five years, will allow travel abroad for any purpose and for any length of time.
