Oscar Watch: A total of 238 feature-length films have been declared eligible for 1992 Oscar consideration by the Academy of Motion Picture Arts and Sciences. By coincidence, the same number were in contention last year. Nomination ballots will be mailed to academy members next week, followed by the announcement of nominees on Feb. 17. Winners will be revealed at the 65th annual Oscar presentation March 29 at the Dorothy Chandler Pavilion of the Music Center.
