TIMELY RETURNS: If police catch your children out after curfew and have to drive them home, you may wind up with the bill. County officials are asking for passage of a law to let cities impose fines to cover the cost of transporting curfew breakers. The committee said it wants to “encourage” parents “to take a stronger hand with juveniles who are current or potential gang members.” . . . Democratic Assemblyman Tom Umberg of Garden Grove has drawn up a proposed law limiting the fine to $50.
