The Region : Water Board Picks Officers

The board of the Upper San Gabriel Valley Municipal Water District has elected Kenneth R. Manning of Hacienda Heights as its president.
In addition, the board picked Tony Fellow of El Monte as vice president and also appointed him as a representative to the board of the Metropolitan Water District of Southern California.
The Upper District chose Howard Hawkins, a former Covina mayor who once was chairman of the MWD board, as the other MWD representative. He replaces outgoing board member Burton E. Jones of South Pasadena.
