Nov. 3 Voter Turnout Called 24-Year High

WASHINGTON — Bill Clinton was elected as President on Nov. 3 by the highest turnout of eligible voters in 24 years, the Federal Election Commission reported Thursday.
Commission officials said a final compilation showed that 55.9% of the more than 187 million eligible voters turned out to vote.
