State to Require Metal Processors to Reduce Emissions: The California Air Resources Board voted to limit emissions of particles containing cadmium, arsenic, nickel and lead by as much as 95% in smelters, refineries and other metal processing facilities that don’t yet have air-pollution equipment installed. The new regulations will have less affect on those facilities that have already reduced their emissions. The board estimated that the reductions will lessen the risk of cancer caused by metal processing emissions by 54%.
