BIRD’S-EYE VIEW: Some local builders may have groaned this week when new Interior Secretary Bruce Babbitt declared his foremost goal is to protect animals and plants under the Endangered Species Act, no matter “how controversial.” He also vowed to adhere to deadlines for protecting species. . . . Babbitt’s words are being watched carefully here, since he is due to decide by March 17 whether to add the California gnatcatcher to the nation’s endangered list.
