HEAD START? Huntington Beach businesswoman Haydee V. Tillotson, appointed to the County Planning Commission, wasted no time Tuesday expressing her intentions to set her sights even higher. . . . Nominated by Supervisors’ Chairman Harriett M. Wieder for the commission, Tillotson says she may run for Wieder’s seat in 1994. And Wieder, who plans to retire then, is already supportive. “She sees me as a potential candidate to continue what she’s been doing,” Tillotson says.
