Exchanges Urge Stricter OTC Regulation: In a bid to maintain their share of U.S. stock trading, the New York and American stock exchanges called for stricter federal regulation of over-the-counter trading. In testimony before Congress, officials from the two exchanges said individual investors have been hurt because companies trading over the counter don’t have to fill smaller orders first, as they do on the exchanges.
