TEST OF FIRE: Orange County was “switched on” to 911 on April 20, 1982--just in time for its first workout. . . . The next day, a wind-blown power line ignited the roof of an apartment complex. “We ended up with hundreds and hundreds of calls,” says Travis A. Williams, Anaheim’s police communications manager. The fire decimated a four-block area of apartments in the county’s worst fire. “What a way to kick off the 911 number,” says Williams.
