POLICE PROTECTION: Where better to avoid attacks by criminals than at a police station? That’s what the Los Angeles City Council decided Tuesday when it unanimously authorized a study of putting ATMs into two police stations, one at the LAPD Devonshire Division in Northridge . . . The plan is not the cure for all of L. A.’s crime problems, but it may be a start, council members agreed (B1).
