* HOUSING LOAN: Approved a $700,200 loan to Hope-Net Inc. to develop 17 affordable apartments at 1231-1237 West Blvd. in Mid-Wilshire.

* JOBS PROGRAM: Councilman Nate Holden recommended that $100,000 be spent to continue for one year a program that hires mentally and economically disadvantaged adults to help maintain the areas around metered parking spaces and remove graffiti from walls throughout his council district, which includes much of West Adams, Mid-City and Koreatown.

* CHINATOWN: Approved a proposal to close North Broadway between College and Alpine streets from 8 a.m. on June 19 to 6 p.m. June 20 for the Chinatown Street Scene sponsored by the Chinese Chamber of Commerce. City permit fees of $5,879 will be waived.

* AFFORDABLE HOUSING CEREMONY: Approved a proposal to close 4th Street from Coronado and Grand View streets in Westlake from 7 a.m. to 4 p.m. Monday for a groundbreaking ceremony at 2400 W. 4th St. at 11 a.m. The event highlights the city’s affordable-housing projects, which are scheduled to start next month. The projects are expected to create about 1,400 jobs and 600 affordable housing units throughout the city.

* COMMISSION APPOINTMENT: Approved the appointment of Karina Walters to the Los Angeles City/County Native American Indian Commission.

* REBUILDING FUNDS: Approved accepting $6.2 million in state funds to be used to help the city recover from last year’s riots. The money will help pay for job and entrepreneurial training and gang-diversion projects, as well as counseling to prevent students from dropping out of school. Passed: 12-0. Voting yes: Richard Alatorre, Joan Milke Flores, Mike Hernandez, Holden and Mark Ridley-Thomas. Absent: Rita Walters.

* ATMs: Approved a proposal to study whether to put automated teller machines in police station lobbies on a trial basis. The ATMs would be installed at an inner-city station to be determined by police and in the department’s Devonshire Division in Northridge. Passed: 12-0. Voting yes: Flores, Hernandez, Holden, Ridley-Thomas and Walters. Absent: Alatorre.
