The Clinton Administration is floundering from one miscalculation to the next, all this while focused on his strongest expertise, domestic affairs. What can we expect from his weakest expertise, foreign affairs?
A miscalculation in a European civil war involving the American military will not be one he can shrug off as another bad joke. Perhaps his past vigorous efforts to avoid any personal involvement in the Vietnam War will increase his sensitivity to the American majority’s disapproval of any U.S. military involvement in Bosnia.
