Stephen E. Katz; Regional Legal Counsel for Navy

Stephen E. Katz, 49, civilian counsel for the Naval Regional Contracting Center based in San Diego. A graduate of the Naval Academy, Katz served two years in Vietnam. After his discharge, he attended the California Western School of Law and began his legal career with the office of general counsel for the Navy in Washington. In 1976, he became one of the first civilian attorneys assigned to work for the Navy in the San Diego area. He subsequently became area counsel, overseeing Navy law offices in San Diego, Long Beach and Vallejo. On Monday in Charleston, S.C., of liver cancer.
