Utilities Win U.S. Approval for Baja Pipeline: San Diego Gas & Electric and Southern California Gas Co., trying jointly to win a Mexican government contract to build a natural gas pipeline from Riverside County to the Mexican border, have received U.S. regulatory approval for their plan. The proposal still awaits the Mexican government’s decision. The major competitor for the contract is a consortium led by El Paso Natural Gas Co. That group has not yet received approval from the Federal Energy Regulatory Commission, which the two Southland utilities won last week. The pipeline would carry natural gas to a power plant at the Mexican town of Rosarito.
