QUICK DRAW: Less than three weeks after becoming FBI director, Louis J. Freeh is moving to assert full command of the bureau. In a memo to top brass, he says he intends to wipe out the No. 3 and 4 posts and may slash the number of assistant section chiefs (though no one would be put out of work). Some moves reflect a reorganization study ordered 18 months ago by his predecessor, William S. Sessions. But Freeh shows he’s impatient for action: He asks the memo’s 17 recipients to hold their oral comments to 10 minutes each.
