From Times Staff and Wire Reports
The Khmer Rouge was outlawed by a controversial measure designed to weaken the brutal guerrilla group that has battled the government for 15 years. “It is time to give up,” Prince Norodom Ranariddh, the first prime minister, told the Khmer Rouge after unanimous passage of the law by Parliament.
