Some Get Clipped by ‘Brown Barrel’ Plan

Once again, Ventura trash rates are increasing. This time, though, many of us are forced to pay for an unneeded service.
In October, E.J. Harrison will distribute a “brown barrel” for customers to dispose of their yard clippings. If you live in a single-unit family dwelling you must pay for the brown barrel service. You do not have an option. There is not an exemption for those of us who compost or don’t have a lawn.
I feel penalized for doing my share for many years. I’ve helped the city meet its 25% landfill reduction requirement for 1995. I’ve taken courses regarding composting and recycling. I subscribe to environmental magazines that have helped in my composting and recycling efforts, thus benefiting the city.
Now the city is allowing E.J. Harrison to bill me $26.16 per year to empty an empty barrel.
The penalty should be for not composting, not for composting.
