Fuel-Cell Maker to Open Los Angeles Plant: Ballard Power Systems Inc., based in Vancouver, Canada, will begin manufacturing fuel cells--which convert hydrogen to electricity without combustion--in the San Fernando Valley in 1995. The company announced the plan at a kickoff this week for the first commercial demonstration of a fuel-cell-powered bus, as a shuttle at Los Angeles International Airport.
