A summary of selected City Hall actions this week affecting central Los Angeles.

CITY COUNCIL

* HOUSING PROJECT: Authorized the Los Angeles Housing Department to issue $1.96 million in loans to a group named A Community of Friends for an affordable housing project at 9130 S. Figueroa St. The nonprofit development corporation will use the money to build a three-story complex consisting of a one-bedroom unit and 39 studio units. The apartments will be rented to people on state disability insurance or general relief. A spokesman for the group said that tenants receiving disability insurance will pay a monthly rent of about $200, while those receiving general relief will pay about $60. The federal Housing and Urban Development Department will subsidize the remaining amount of the $400 monthly rent for each unit. Construction is expected to begin in early 1996 and be completed by the end of that year.

* HOUSING PROJECT II: Authorized the city Housing Department to issue $2.75 million in loans to the nonprofit Figueroa Economical Housing Development Corp. to help finance a 66-unit affordable housing project for seniors at 5503 S. Figueroa St. The corporation, a wing of the Figueroa Church of Christ, plans to begin construction of the two-story complex in November and begin renting in December 1996. The housing project will replace a vacant lot and a dilapidated apartment building that is considered a blight.

* HOUSING PROJECT III: Authorized the city Housing Department to issue $1.8 million in loans to the West Angeles Community Development Corp. for the construction of the University Park Apartments, a 20-unit affordable housing project at 1223 W. 29th St. The corporation is a nonprofit arm of the West Angeles Church. Construction is slated to begin in November and be completed in a year.

* DODGER BANNERS: Waived $6,900 in permit fees for the Los Angeles Dodgers to install 150 street banners throughout the city promoting the impending baseball season. The banners are to be displayed from April 1 to Oct. 1.

HOW THEY VOTED

How South-Central and Eastside City Council representatives voted on selected issues. * NEW SUPERMARKET: Authorized the Community Redevelopment Agency to issue a $1.1-million loan to the Adams/Vermont Renaissance Plaza Ltd., for the development of an Alpha Beta supermarket at Vermont Avenue and Adams Boulevard. The CRA-owned property on the site, valued at $800,000, will be given to the developers. Councilman Mark Ridley-Thomas, who represents the area, said the Alpha Beta is scheduled to open by the end of the year and will employ 150 people. Passed 14-0. Voting yes: Richard Alatorre, Jackie Goldberg, Mike Hernandez, Nate Holden, Rudy Svorinich Jr., Rita Walters, Ridley-Thomas.
