General Mills Gets Approval to Sell Oats: The nation’s No. 2 cereal maker will be allowed to sell 18 million bushels of improperly sprayed oats as animal feed, the U.S. Environmental Protection Agency has decided. In a ruling to be published Monday, the Minneapolis-based company has until Dec. 31, 1996, to sell the oats after mixing them with at least 3% barley. The EPA’s decision saves General Mills the expense of putting the oats in a landfill--the fate of 50 million boxes of cereal made with the oats--and allows it to recoup some of its expenses. The company said any loss on the oats sale is expected to be covered by a reserve set up last year and/or by insurance.
