Firm Awarded $5.5 Million in Fraud Case: The State Compensation Insurance Fund, California’s biggest workers’ compensation insurer, won the court judgment for damages against a former operator of a network of temporary-employment agencies in the Southland. Ordered to pay the judgment was Vincent M. Marconi, 63, of Seal Beach. He was accused of directing a scheme in which his agencies underpaid their workers’ compensation premiums by, among other things, misrepresenting the number of employees, the amount of payroll and the types of workers they provided. Marconi, arrested recently in England, also faces federal mail fraud charges. One of his main enterprises operated under the name West Coast Personnel.
