Injunction Issued Against Employer: A federal judge has issued an injunction requiring Surface Protection Industries, a Los Angeles paint and specialty coatings manufacturer, to bargain with a union district council representing about 30 to 35 workers. Regional officials of the National Labor Relations Board filed a complaint and sought the injunction after determining that the company violated labor law by refusing to recognize the Southern California Painters and Allied Trades District Council 36 after it took over in January, 1994, as the bargaining agent for the workers. The injunction will remain in effect until an administrative law judge rules on the NLRB complaint. Robert C. Davidson Jr., owner of the company and a board member of the civic group RLA, formerly Rebuild LA, could not be reached for comment.
