Orange County Jobless Rate Rises: The county’s volatile unemployment figure shot up for the second straight month, to 5.9% in May, the highest level since last September, the state Employment Development Department reported. That rate, up from 5.4% in April and 4.7% in March, appears to signal a slowdown, caused by growing weakness in the U.S. economy, analysts said.
