SAN JUAN CAPISTRANO : City Will Lay Off 3 to Eliminate Deficit

Three city employees have received layoff notices, and a fourth full-time employee will have his hours halved as part of a plan to cover a $210,000 budget deficit.
City Manager George Scarborough said this week that the layoffs in the city’s engineering and planning departments for fiscal 1995-96 were based in large part on a slowdown in local construction.
“It is reflective of the continued decline in the building and construction industry,” Scarborough said. “Clearly, development has not picked up.”
Those laid off will be an assistant planner, a planning manager and a city engineer, effective in mid-July. A graphics illustrator position will be reduced to 20 hours a week in August, Scarborough said.
No other cuts are expected, he said.
The City Council will vote July 5 on a $10.2-million budget for the coming fiscal year.
