3-Month Jobless Rate at 3.6%: The rate for the period ending October was the highest level so far this year and also since late 1984, when it hit 3.8%, the government said. Total employment has grown by 2.5% this year, but the labor supply expanded by 4%, the government said. Labor groups are calling for a sharp reduction in the number of foreign workers in the territory.
