World IN BRIEF : ZIMBABWE : Vote Favors Mugabe, but Turnout Is Low

The president who has ruled this southern African nation since independence was headed for reelection to another six-year term, but low voter turnout stood to deny him the public mandate he sought to counter complaints he has turned a democracy into a dictatorship. President Robert Mugabe’s party urged supporters to go to the polls despite his two opponents’ attempts to withdraw from the race because of government manipulation of the election. The government said 1.2 million voters--about 25% of the electorate--had cast their ballots by 1 p.m. on the second and final day of polling.
