Nursing Home Chain Target of Complaint: The National Labor Relations Board says in an administrative complaint issued against Beverly Enterprises Inc. that it unfairly changed worker health benefits and illegally refused to rehire 350 workers after a three-day strike at 15 Pennsylvania nursing homes. The complaint seeks to correct alleged labor violations and force the Pittsburgh-based firm to rehire the workers. A Beverly spokesman accused the labor board of bias in favor of the Service Employees International Union.
