Without fanfare, ceremony or 21-gun salute, New York City’s last warship, the Coast Guard cutter Dallas, left port for its new home in Charleston, S.C., a military spokesman said. The move is part of a Coast Guard cost-reduction plan to close Governors Island, Petty Officer Don Wagner said. Robert Kramek, commandant of the Coast Guard, said it would save $30 million a year in operating expenses.
