Scratcher Machines

If the Scratcher machines that dispense lottery tickets fit the legal definition of a slot machine, and under California law slot machines are illegal, then it is time to change the law, not outlaw the machines (“Lottery Cuts Off Vending Devices,” July 4).
What a ridiculous and ignorant decision! How can the game itself (the actual lottery tickets), be legal, yet the method of sale (vending machine) suddenly make it an illegal act?
These machines generate $68 million a year for schools. Prohibiting the use of these machines does a far greater harm to society than whatever imagined harm they may be causing. When was the last time someone forced you to buy a lottery ticket? If these machines are so detrimental, why have they been allowed to operate for the last four years?
