Council Deadlocked on City Manager’s Future

Beleaguered Redondo Beach City Manager Bill Kirchhoff has been on paid leave since Feb. 10 after workers he supervises were accused of spying on a police officers union meeting.
The City Council wrestled for four hours Thursday with whether to allow Kirchhoff to return to work, but the panel could not reach a decision.
The council continued those deliberations late Friday in hopes of deciding Kirchhoff’s future with the city before Tuesday’s run-off election.
The Redondo Beach Police Officers Assn. alleged that the three workers were discovered in a video control room while officers met in a nearby conference room equipped with camera equipment. The city has denied the officers’ allegation, and the workers have said they were learning to operate the equipment.
Officials have said there was no tape in the recorder, and the district attorney’s office decided not to file charges.
