City Seeks Comment on Proposed Budget

The City Council will seek public comment Tuesday as it begins discussions on the proposed 1997-98 city budget.
The proposed $11-million budget projects a 5.1% increase in revenue from last year, about $286,000 in savings from the consolidation of the Capistrano Valley Water District into the city’s operation, and $1.4 million in reserves.
Among other things, the council will be deciding which community groups should receive city funds.
Last year, $44,000 was given to community groups. This year, 12 organizations have submitted requests totaling $94,640. The requests range from $20,000 for Camino Health Care Centers and $10,000 for the San Juan Community Task Force to $1,500 each for the Fran Joswick Riding Center and the Once Upon a Time storytelling group. The city staff has recommended spending a total of $47,000.
In addition, several city departments have requested more money to expand or develop new programs.
The Public Works Department is requesting about $72,000 for projects, most associated with street maintenance and lighting.
The Economic Development Department is asking for $50,000 to initiate new programs, including $30,000 for a study to analyze the city’s economy and strategies to strengthen the business climate.
Budget increases also are proposed for the Community Services Department for after-school programs and classes, and for downtown parking security.
