Affordable Housing Complex to Replace Longtime Eyesore

Demolition has begun on the Lark Ellen Towers in West Covina, a 10-story building that has been an eyesore for more than a decade and is being razed to make room for affordable housing.
The former retirement residence, which is nearly a block long, hit hard times in the 1980s and will disappear from the West Covina landscape by next week.
In will be replaced by Lark Ellen Village, a complex of townhouses and apartments for seniors and families complete with a swimming pool, courtyard and landscaping. The project is financed by developer Thomas Safran & Associates, federal authorities and the city.
West Covina City Manager James Starbird said the city has invested $4.5 million in the project, making it the largest affordable housing project in the city.
