U.N. Talks Fail to End U.S.-Cuba Tiff

United Nations talks ended in Geneva after failing to resolve a dispute between Cuba and the United States over Havana’s claims of an American-launched insect invasion of the island. British Ambassador Ian Souter, who chaired the meeting, told reporters that the panel could not establish a link between the Oct. 21, 1996, flight of an American aircraft over Cuba and a subsequent outbreak of thrips palmi, a crop-destroying pest. Delegates decided any further questions on the dispute should be referred to Britain and a committee of six other countries. The U.S. has denied Cuba’s allegations.
