The Cruise Lines International Assn. reported that just over 5 million people sailed last year, up from 4.6 million in 1996. It said the industry expects 5.4 million this year and has placed or proposed new ship orders totaling $20 billion. . . . The world’s most expensive major city to visit? Forget Tokyo. Moscow far outpaced Japan’s capital, $545 to $379.18, in a recent survey of per-diem costs for business travelers in 95 nations.
