3 Councilmen Urge District to Establish Boundaries

Close to 20 people, mostly parents of elementary-school children, asked the city’s elected officials this week to deny enrollment to an influx of new students expected from development along the Newport Coast.
The City Council has no say on the issue, but three council members, Mayor Steve Dicterow and Councilmen Wayne J. Baglin and Paul Freeman, urged the Laguna Beach Unified school board on Tuesday to pursue a district boundary transfer so the new homes would sit in the Newport-Mesa Unified School District.
Freeman even offered the city’s financial help to the board, which faces an estimated $15 million in maintenance and improvements to its school buildings.
The school board is investigating a boundary transfer while planning for the arrival of the estimated 342 students, said Kathryn A. Turner, the board’s president.
