County Jail Woes

Re “Jail Woes Too Big for L.A. County,” editorial, Jan. 2: Perhaps the “woes” are too big, but I cannot help but wonder about where to begin the cleanups. How about right in the cell you photographed? There sits the inmate surrounded by trash, I assume of his own making. Maybe if he had to clean up this mess he’d make less of it and the “rats and roaches” would have less to feed on.
I suppose that this is a symptom of L.A. County in general--littered streets, parks and schools because no one picks up or is responsible for the mess he or she makes. Why?
