Driver Sentenced in Fatal Car-Bike Crash

An unlicensed Rockville teen-ager who was driving with his father by his side when their car hit and killed a world-class triathlete on a bicycle was sentenced to perform 300 hours of community service, write an essay and not seek a driver’s license until a judge gives permission. The sentencing of Timothy Rinehart, 17, brings to a conclusion--with no one going to jail--the criminal charges arising from the death of Judith Marie Flannery, a retired biochemist from Chevy Chase. Flannery, 57, was on a 55-mile bike ride April 2 when the white Hyundai Excel being driven by Rinehart, then 16, swerved into her.
